The U.S. Department of Education regulation 600.9(c) requires that if an institution is offering distance education in a state where it is not physically located, the institution must meet individual state requirements for offering distance education to students within that state.
Randolph Community College participates in the State Authorization Reciprocity Agreements. National Council for State Authorization and Reciprocity Agreements (NC-SARA) is a voluntary agreement among member states, districts, and territories that establishes comparable national standards for interstate postsecondary distance education. As a result of participation in NC-SARA, RCC is authorized to offer online/distance education courses to students located in 49 states (all except California), the District of Columbia, Puerto Rico, and the U.S. Virgin Islands.
Complaint Process for In‑State and Out‑of‑State Students
Randolph Community College desires to resolve student grievances, complaints and concerns in an expeditious, fair and amicable manner. Students residing outside of North Carolina while attending RCC who desire to resolve a grievance should follow the College's Student Grievance Procedures.
